Step 1
Start a new image By click CTRL+N or going to file>>new. The width and height of the image can be what ever you choose but for now lets make the width: 401 pixels and Height : 510. Under contents, select Transparent and then click ok.

Step 2
Select the background color by clicking on and choose black or at the # sign put in 000000, hit OK. Now we have to make the background black, hit ctrl+backspace on your keyboard to make the background black.

Step 3
Create a new layer by click on . Make your Foeground color white by clicking on **** and chooseing white or enter FFFFFF near the #, click OK. Then choose the Brush tool . Once you have chosen the Brush tool look under your main tool bar (Where File, Edit, Image, laye,r select, etc... are located) you should seea blurry dot with a numebr under it. Click on the Blurry Dot and where it says Diamater choose any size under 70 px and click anywhere on your black background. This should create a spot(blurry one). Add spots all over the image but change the size of your brush very often and do only use a few sizes that are over 25 for spots. (hint: its best to add large spots on the outer edges and smalle ones in the inner section of the image.
 
Step 4
Add more Spots :-)


Step 5
Once you have something like the image to your left( doesnt have to look anything like it just the Genre about the same). Make a duplicate or a copy of the layer by Clicking and holding the mouse button on the layer and then dragging it down to the new layer icon and let go. Go to Filter>>Disort>>Pinch and set it to 100% and click ok. Duplicate the layer you just pinched and go to edit transform and click 180. Move the layer around a bit till none of the spots looked cut and half and then click CTRL+F which will pinch the image agian. You can also use the erase tool and delete some small parts of it if you wish.

Step 6
Click on your top layer and hit CTRL+E, till you leave your bg layer(background black layer) and one other (which is the spot layers). what you just did was merged the layers into one. Now duplicate the layer with the dots( you do this by clicking and holding on the layer and draging it down to the new layer icon ). Click middle layer and go to FILTER>>Gaussian Blur and set it to about 49px. Click ok. You should get something like the image on the left.

Step 7
Now its time for some color!! The good part O_O. Click on LAYER>> NEW ADJUSTMENT LAYER>>COLOR BALANCE, click OK. now play with the little 3 set of arrows till you get something which looks appealing to yourself. And also dont forget to click on shadows and play with the colors there and also click on Highlights and play with the colors there. When your done click OK.
Step 8

The rest is up to you... Keep in mind that experiment is the key to Designing. Here is a example of somethings i created using this style.
